ABOUT ANDREA O. BAILEY

Former Corporate/Small Business Acumen

Andrea began her corporate career in product and printing sales beginning with the Xerox Corporation being responsible for a multi-state area in the Midwest and Southwest that included, Kansas, Missouri, Colorado, New Mexico, and Oklahoma where she and her team increased divisional sales in mid-range copy, reprographic equipment, and printing by 80%. Andrea was part of a team that developed the Xerox offerings in printing and grew business to over $4 million in sales in the first year. During her tenure at the Xerox Corporation her professional career portfolio encompassed her business acumen in improving productivity, efficiency, and bottom-line profits over a three-year period by 96%. As a former human resource executive with major corporations such as Xerox, EDS Corp. (formerly known as HP and now Perspecta), CSC, and USA Today, she and her core peer teams conducted business development and human capital services and practices for over 5000 employees in the Northern Virginia and Mid-Atlantic Region. In 2003, Andrea established her own small business in event planning. A progressive and customer savvy event planning company that provided enchantment, style, and service for a diverse clientele in the areas of corporate workshops, women and men retreats, corporate parties, weekend escapes, and Christian seminars. Over a 10-year period, the company maintained a consistent increase in profits from within a 30% revenue base.

Current Elected Official Role

Andrea has been re-elected to her County Supervisor’s seat with 65% of the voting population in her district where she still serves as the first African American Woman County Supervisor in Prince William County in the Potomac Magisterial District and served as Vice Chair of the Board during her initial term of office. To promote voter education and engagement, she served as the Community Engagement Director for the League of Conservation Voter Education Fund, a non-partisan, 501c3 organization partnering with
community organizations to register over 10,000 new voters in Prince William County in 2018.

In her elected role, in order to support her community and the county’s vision, she serves in a second term as a Board Member on the Potomac Rappahannock Transportation Council (PRTC), the Virginia Railway Express (VRE) as an At-Large board member, an Executive Board member on the Metropolitan Washington Council of Government (MWCOG), Treasurer of the Northern Virginia Regional Council (NVRC), and as a committee member of Virginia Association of Counties’ Health and Human Services Committee, Transportation Committee, and Education Committee. She is also an inaugural graduate and advisor to the Jimmy and Rosalyn Carter Political Leadership Advisory Board at George Mason University for the Conflict Resolution Co-hort.

 

Bipartisan County Project Champion

She is a former appointee of Governor Ralph Northam to the Board of Psychology. While in her first term, Supervisor Bailey was the Champion Leader for the Crisis Receiving Center for mental health provisions in Prince William County. Through the endorsement of 93 local stakeholders including PWC public safety experts, state and federal officials, and a bipartisan PWC Board of Supervisors in Prince William County she secured a total of $18 million funding source to establish this facility. She initiated the vote to establish the first Collective Bargaining Ordinance for Prince William County.

 

Economic Development

While partnering with the Economic Development Agency, in Prince William County, she effortlessly worked to sustain existing small businesses within her district by allocating over $3million. After the project was stalled for 15-year, she has worked with the developer and small business owners to open the Barracks Commons at Quantico establishing new businesses entitled CUPPI Coffee Shop, El Papi Street Tacos, Three Sentara Health Clinics, Popeyes, and Confetti and Cocktails. Through collaboration with the Prince William County Chamber of Commerce the largest Chik-Fil-A in the Mid-Atlantic region will be opened in 2025.

Transportation

In 2020, she secured $300 million for transportation projects in the Potomac District. Additionally, she coordinated the collaboration between the Virginia Railway Express (VRE), located in the Potomac Shores subdivision, CSX, and the VPRA (Virginia Passenger Rail Authority) to commence construction of the rails. The construction of the VRE commenced with the historic signing of the framework agreement in May 2023 between the Biddle Real Estate Ventures (BREV) and the Virginia Passenger Rail Authority
(VPRA). Supervisor Bailey collaborated with politicians, engineers, developers, and the Potomac Shores community to ensure the station’s construction remained on track for this complex $24 million project. The parking garage and station opening is expected in the fall of 2024. Peter Chavkin, with Biddle Real Estate Venue, said, “I can honestly say that we would not be standing here today if it wasn’t for Supervisor Andrea Bailey pushing us in a good way to make sure all parties worked together to move this project forward. Andrea has been an effective voice for her constituents and a valued partner. “
In addition, Supervisor Bailey has:

• Increased Bus Service on Rt 1 by introducing Micro-bus service to Triangle, Dumfries, and Graham Park via board approval of PRTC.
• Worked with the county on reviewing Smart Scale technology and testing for installing additional traffic signals on 234 to promote safety from speeding.
• Collaborated and partnered with the Woodbridge Supervisor to institute the name change for
  Route 1 to be renamed Richmond Highway in Prince William County.
• Collaborated with the county Transportation department to implement Route 1 and 234
  Intersections improvements, or “jug handle” design to relieve traffic on I-95.

Public Safety

Families and businesses are essential to the protection, sustainability, and vibrancy of the Potomac District. Supervisor Bailey continues in her efforts to engage with her constituents via in-person town halls, Community Zoom meetings, in-person office visits, emails, and through her social media platforms. She has held town halls open to the community to address safety concerns, transportation issues, projects impacting their neighborhoods, and created the first Task Force to provide community/recommendations for projects such as Possum Point to remove carcinogens from coal ash ponds in the community. Supervisor Bailey and her office have successfully addressed over 95% of constituents’ concerns ranging from installing streetlights and flooding in the neighborhoods to drug and human trafficking, by getting the proper authorities involved on behalf of the constituents in her district. In addressing all these relevant issues, the office consulted with subject matter experts in their specific areas of expertise on County Staff to accompany Supervisor Bailey in town halls during community Homeowners Association (HOA) meetings.

Professional Affiliations and Community Advocacy

As a servant leader raised with a sense of purpose for advocacy and community, the church, and the government, Andrea has actively supported the community homeless shelters such as So Others Might Eat (S.O.M.E.) in Washington, D. C., ACTS, and the Hilda Barg Homeless Shelter. She is an active member of the executive board of the Boys and Girls Club of Greater Washington in Prince William County where she supports and is a role model for the legacy of leadership for the future of local youth.

 

Memberships/ Boards/Committees/Appointments

As a lifetime member of Alpha Kappa Alpha Sorority, Inc. for over 40 years, she is noted for promoting the development of strong minority women leaders regionally and locally. Her leadership and role modeling of women is evident in her appointments as a past national board member with the National Coalition of 100 Black Women, Inc. and as a charter member for the Prince William County chapter. She is a former member of the National Association of Professional Women, of which she was given the Who’s
Who award of Professional Women. As a social justice advocate, she is a past Executive Committee member for the Prince William County NAACP, having served as the Religious Committee Chair. Her expertise with non-profit organizations is in fundraising, program design, and membership recruitment while expanding the legacy of non-profits and 501(c)(3) community organizations. Lastly, Andrea was appointed to the Virginia State Board of Psychology by Governor Ralph Northam and served a member of his initial Transition team in 2017.

Andrea is a certified trainer for the Steven Covey Training Module of “Principle Centered Leadership. She
is also certified by the Virginia Association of Counties as a Certified County Supervisor. She has been awarded Citizen of the Year by the Pi Lambda Lambda Chapter of Omega Psi Phi Fraternity, Professional Leadership Award by the Dale City Multi-Cultural Achievement Award and Scholarship Fund, and recently awarded the “Women in Achievement” award from the Kappa Alpha Psi Fraternity, Inc. Family History

Andrea has been married to her best friend and high school sweetheart, Rev. Cozy Eugene Bailey Sr., current Virginia State President of the NAACP, for over forty years. He is a 23-year retired Marine Corps officer who graduated from the U.S. Naval Academy in Annapolis. They are both members of First Mount Zion Baptist Church in Dumfries, Virginia where they are active in leadership roles on the ministerial staff church’s ministry. They have one son, Cozy, Jr., also a Naval Academy graduate and a graduate of the University of Virginia Darden School of business. Andrea is also the proud caregiver for her mom, Essie Pullman.
