Alexandria, Va. – Prince William County Supervisor Andrea Bailey has taken the gavel of the Virginia
Railway Express (VRE) Operations Board for 2026, leading the group of local elected officials and
state representatives that guide decisions for the commuter rail service.

As Board Chair, Bailey’s priorities focus on ensuring timely and efficient progress on the suite of
station improvement and facility expansion projects across the VRE system that are currently
underway. These capital projects align with the Commonwealth of Virginia’s “Transforming Rail in
Virginia” infrastructure investments to increase rail capacity in the corridor, and will prepare VRE
for enhanced and expanded service as these projects are completed approaching 2030. 2030
serves as a key milestone for VRE’s implementation of weekend and later evening service, and bidirectional trips, with incremental increases in service over the following decades. By 2050, VRE is
anticipated to have evolved into a true regional rail system, with regular bi-directional service, 7
days a week.

collaborating with Board Members and the VRE Staff will be governed by my passion to assist and
support strategic recommendations to improve and sustain excellent customer service for the
community. My strategic focus is to align board decisions for the growth of our rail system with
the 2050 System Plan and Vision for future service expansions, infrastructure investments, and
strengthening regional connectivity. I aim to maintain regional jurisdictional partnerships while providing a healthy, holistic balance of safety, cost effectiveness, comfort, and reliability for our
citizens.,” said Bailey, adding that she hopes “ to enhance through internal collaboration an
external intentionality that uplifts and infuses our VRE Cares program by giving back to our
communities through initiatives like our Thanksgiving Food Drive, the Santa Train, the Tour de
VRE, and of course Toys for Tots showing our riders that VRE truly does care!"

Bailey was elected Chair of the 2026 Operations Board by her peers in January. She also serves on
the Potomac and Rappahannock Transportation Commission, the Metropolitan Washington
Council of Governments, and the Northern Virginia Regional Council. Bailey is joined in this year's
VRE Operations Board leadership by Fairfax County Supervisor Dan Storck as vice chair,
Spotsylvania Supervisor Lori Hayes as secretary, and City of Fredericksburg Councilmember
Jannan Holmes as treasurer. City of Manassas Councilmember Sonia Vasquez-Luna and Alexandria
Vice Mayor Sarah Bagley also lead the board on its executive team as at-large member and
immediate past-chair, respectively.

At its March meeting, the VRE Operations Board also selected its 2026 committee assignments.
